Core Consulting Group (CCG) was engaged by a Victorian Government Group to lead the development of a Program Master Plan. The Organisation was moving from a Government Agency to a Government Department at the same time they were transitioning from a pilot to a committed ten year program and adding additional elements to their service offering. All of this along with the delivery of a new digital portal created significant complexity in the planning and coordination of delivery across multiple delivery streams. The program was under extreme time pressure to achieve an election commitment.
CCG used facilitated planning workshops to develop stream based plans with stream owners and teams. Using a “plan with the end in mind” approach we were able to have the teams focus on the “must haves” rather than the “nice to haves” in order to model an achievable schedule of works. Once the stream plans were agreed we stitched together a master that integrated all of the cross stream dependencies and timings.
The ongoing tracking and updating of the plan helped stream leads to focus and stay the course, with successful delivery of the program being recognised as a great success by the department and the minister.
